Abstract (EN)

Our study has been structured to provide various proposals aimed at improving investment programs by explaining their nature, examining their types, analyzing the implementation in our country, and comparing it with practices in other countries. This topic was chosen due to the growing debates and lack of consensus regarding investment programs both in our country and in the international public sphere. In order to address the concerns of authors presenting opposing views, the study not only offers middle-ground solutions but also includes proposals for the enhancement of national legislation. In preparing this study, systematic works related to the topic have been reviewed, and both domestic and international academic articles have been included. In addition, various written and visual online sources have been consulted in an effort to draw a highly objective and explanatory framework. As a result of these developments, our study essentially concludes that avoiding the investment programs sector now equates to a loss of potential profit for countries. Suggestions such as granting citizenship through sales of real estate certificates and implementing city quota projects are presented as ways to enhance Turkey’s investment program. These would both increase the country’s competitiveness in this sector and help mitigate the program’s disadvantages. Additionally, practices such as cultural and artistic investments seen in the example of Portugal, and programs aimed at revitalizing sparsely populated regions, are also considered highly applicable within our national context.
