Abstract (EN)
While the perspective for the place is being changed together with the economic and social alterations experienced rapidly, types of intervention to the place have also begun to alter and the scope and the subject of planning have appeared before us as an area where intensive discussions take place and alter in time. The differentiating competition atmosphere has caused the place to be reorganized and the alterations and transformations in the place have begun to be explained by the alterations and transformations during the production processes. The creation of innovation processes and the formation of the conditions for competition and especially the development of new technology have begun to play a very important role in the new regional development understanding and in the organization of the place with the developing nets. Together with the development of the flexible production process in the industrial sector, the tendencies of company clustering have increased and competition, innovation, information exchanging, learning and collaborative activities have become the most important things. When the importance of developing innovations within the process of regional development is considered, it is observed that in order for the companies to remain standing in the competitive environment, they need to make innovations within this process. Especially when the importance of learning within the process of producing innovations is considered and when the fact that this is dependent on the process of mutual interaction is taken into account, it is possible to realize that the clustering of the companies is a natural process. Therefore, with an intensive cooperation of the companies, the process of learning can encourage industrial accumulation. Within the framework of globalization and new production systems, the roles and the contributions of the organized industrial sites, which have occurred as the result of the searches for arrangement in terms of place organization in the reorganization of the companies in Turkey, is intended to be studied in this work. Starting from this point, by considering that being able to compete and the production of innovation have an important role in the process of clustering and regional development as well as in the organization of the place, it is thought that the reorganization of the industrial estates as a new clustering model will contribute significantly to this process. With this aim, the existence of clustering within Izmir Atatürk Industrial Estate has been studied and suggestions for their reorganization within the framework of the clustering model have been made.
