Abstract (EN)

Since the end of the 1960s. administrative dilemmas, economic crises, student movements, political and social problems have emerged in many parts of the world. Permanent solutions could not be offered to the problems experienced due to the centralized structure of the Traditional Public Management (TPM), its rigid hierarchical order, the presence of bureaucrats with limited authority who are afraid to take risks, and the clumsiness in the provision of public services. For this reason, since the early 1980s, TPM approach has been questioned. These inquiries have led to the emergence of the New Public Management (NPM) approach, which includes values such as efficiency, effectiveness, efficiency, transparency, flexibility and accountability contrary to TPM approach. NPM is a new management approach that aims to maintain private sector practices within public administrations on issues such as employment, performance measurement, strategic planning, and contract work. The NPM approach, which has begun to be adopted in Turkey, has made many public administrations operative. As a result of neo-liberal policies, it has become inevitable to experience some changes in order to gain competitive advantage in the international market. In this context, it is possible to evaluate the Authorized Economic Operator Status (AEO) in the field of foreign trade and customs as an output of the NPM approach. AEO is an application that allows companies that meet the necessary conditions to function as if they are a customs office, and creates a serious competitive advantage and environment of confidence in national and international trade. Therefore, YYS can be considered as a transfer of authority from customs, which are public administrations, to private companies. The aim of this study is to examine AEO as an example of transfer of authority within the framework of NPM approach. After the examinations made, it was concluded that public administrations transferred an authorization transfer to the companies holding AEO, based on the NPM understanding, and that the companies holding AEO owed the conveniences and advantages they obtained from this status to the public and private sector cooperation understanding, which is one of the values of the NPM approach.
