SUMMARY INTERRELATIONS BETWEEN THE APPOINTEES AND THE ELECTED IN PUPLIC POLICY MAKING AND IMPLEMENTING ON LOCAL LEVEL Keywords: Public Policy, Policy-Making, Local Public Services, Local Governments. The main aim of this study is to research public policy making process and its evolution parallel with the development of states since their appearance, and to explain especially its current positions with a view to determining how the public policies on local level are made and implemented. In this sense, firstly it is tried to determine what the public policies are, how they are formulated, passing on different steps and which actors have the effects on their formulation. Then the making and implementing of them are analyzed in case of municipalities. In general, the subject of the study is not only to study how public policies are identified and what they mean conceptually, but also to investigate how they are made, by whom they are made and what the evolution process is. In particular, while studying rather on the local public policies, it is also tried to determine some general principles for local governments, regarding how the municipalities are run and what level of interrelations between appointees and elected exist. Therefore, in order to explain these relations clearly, an empirical study has been conducted with appointees and councilors in some municipalities in İzmir, Aydın and Manisa. The results of this experimental study have been evaluated and some conclusions reached. X
