Abstract (EN)

The devolution of education management authority to local government is a much debated question. In The Development Plans and The Turkish National Education Councils, officialdom which cause the loss of energy, money and time, deficiency of coordination in education system, authorization mass on top management are explained as negativities of central government.In the researchs about devolution of education management authority, benefits of this process are explained as important factor that prevent loss of time on educational decisions and facilitate to supplying the regional demands. In the Turkish National Education System, during to preparing curriculums, focusing on demand of schools, regions, paying educational expenses by regional governments are deemed as regional solutions for educational problems.But due to lack of high quality personnel in local government, local governments are seen as unprepared and when local governments enforce the education management, due to inequity region to region, it is expected that equal opportunity on education can be effected negatively. Because of this, preparation level of local administrators to devolution of education management authority must be examined and also perceptions about school directors and local administrators about problems that emanate from structure of central management of Turkish Education System and their understanding style to these problems must be assessed.In this study, self efficecy perceptions of school directors and local administrators about devolution of education management authority was examined. School directors and local administrators? wievs was controlled below five dimensions. These dimensions are management of output, management of human resource, management of student services, management of general services and management of educational funds. Also in this study, school directors and local administrators wievs about when devolution of education management authority is structured, who must take responsibility on administrative board were taken.In the research, survey method was used. School directors and local administrators in Canakkale at 2006?2007 education terms were taken as participants. So as to collecting research data, two parallel form that developed by researcher were used. In data analysis, SPSS statistical package program was used and for controlling differences between groups, p= 0.05 significance level was taken into consideration. Also, descriptive statics and nonparametrik statistical technics were used. Wievs of school directors were examined according as lenght of service, educational background, style of appointment to administration. In these analyses, Kruskal Wallis statistical technic was used. Wievs of local administrators were examined according as lenght of service, educational background, old. Also in these analyses, Kruskal ,Wallis statistical technic was used too. On the examining of differences between wievs of school directors and local administrators, Mann Whitney U statistical technic was used. Also during to control to wievs of school directors and local administrators, descriptive statistics were used.The study results reveal that there is similarity between wievs of local administrators and school directors about localization of education management. Most school directors think that devolution of education management authority is delayed planning. They stated that this model put in the practice in some countries seamlessly and it can be use in our country. School directors and local administrators emphasize that firstly the training about education management and devolution of education management authority model must be given. After data analysis, results explain that devolution of authority from central management to local governments can bring about positive consequences on student services, management of staff, general services, funds and outputs.Keywords: Education management, devolution of education management authority, local administrators, school directors
