Abstract (EN)
Local governments have an advantage over the central government due to their ability to be in close contact with citizens and take regional diversity into account. The cooperation and coordination of local governments provides a good quality of life with effective service delivery. Municipalities produce comprehensive social policies and social projects, taking into account the basic characteristics of the districts. These policies have an important place in disadvantaged groups. Social policies include policies produced to increase the welfare of local citizens, support social justice and ensure equality. At the same time, it is important for local governments to use management information systems in order to provide effective, efficient and transparent service delivery. The functioning of management information systems in the context of social policies; It provides efficiency in terms of data management, inclusivity, community access, security and service delivery. The use of current technologies in public administration prevents cumbersomeness and enables decision makers to make faster and more accurate decisions. Geographic information systems technology, which is one of the information systems, was used in this thesis study. Maps prepared using geographic information systems enable decision makers to make effective decisions and provide the opportunity for society to be aware and participatory. In this study, the effectiveness of social policies carried out by local governments was examined by using QGIS software. The purpose of this research; It is to examine whether the social policies and social projects produced by local governments in Izmir meet the needs of citizens residing in various districts. In this context, a survey was conducted for citizens in various districts of Izmir and they were asked what social activities they would like to be carried out in the district they live in. At the same time, social policies, social projects and social services of local governments were examined. In the study, literature review, survey and field research were conducted. Mixed data collection method was used in the survey research. Interviews were held with the local governments in question and their activities for disadvantaged groups (women, youth, children, disabled and unemployed) were examined. For the research in question, interviews were held with the roofing services of the Municipality's Social Projects Department. In-depth interviews were conducted with prepared structured questions. The service units that citizens want to be built in their districts and the umbrella services of local governments have been mapped using geographic information systems technology. Citizen demands and existing centers were compared. According to the results of the survey conducted for citizens, it was determined that local governments produced policies in line with the needs of citizens, but it was concluded that the policies produced were not effective enough. It was concluded that most citizens participated in the studies organized by local governments through inter-institutional cooperation. The majority of citizens have requested municipalities to build vocational training centers and youth centers in their districts.
