Abstract (EN)

In the process of globalization, having a strong social capital in the effective delivery of local government services in the public sector is an important opportunity to be assessed. In this study, the effect of social capital and capacity development in the local are examined. Both Turkey and Iran that are subject of study, are Muslim and neighbor countries and both have a strong, centralized state organization. In terms of politics, both Turkey and Iran are one chamber Republic. Both countries are talking about being democracy-oriented states. Turkey is a secular state, (while) Iran is a religious state. Since about 1980s, both countries have undergone new restructuring in the administration. This doctoral thesis "The Role of Social Capital in Local Government Structure and Capacity Development, A Comparative Analysis of Iran and Turkey (1980-2019) " consists of four parts and these are as follows: First Part: "Social Capital, Description"Second Part: "Government Administrative Organization"Third Part: "Local Government Connection Of Turkey And Iran With Social Capital"Fourth Part: "Social Capital Indicators On Turkey And Iran".
