Abstract (EN)
In this study, based on the identified system requirement, an existing performance measurement system (BSC-balanced scorecard) is customed with industrial engineering methods for local governments. In compliance with public reform, the self-assessments of local governments stated in their activity reports, titles involving conflicts of understanding BSC components and system requirements for implementing strategies, lead to the thesis to system analysis and software design. Original BSC system is conceptually introduced first. Then, current applications of the system are examined. The effect of implementation levels on the yield obtained from the system is statistically proved by means of Meta-analysis method and the areas to be built in this direction are determined. These areas are customized based on expert decision surveys via multi-criterion decision making methods which are AHP and fuzzy VIKOR. For local governments, five perspectives and their weights are designed. Customized system furthermore includes card scoring methods and synchronization-driven strategy map based performance scoring system (BestBSC-Municipality strategic balanced scorecard system). For customized design, a software developed with C# programming language, in Visual Studio 2015 environment which uses MsSQL database, and that can generate strategy map-based, perspective-based, strategic plan-based reports.
