Culture and arts policies in local governments (Folk dances activity example)

This research examines how local governments plan, implement, and sustain folk dance activities within the context of cultural and artistic policies. The primary objective of the research is to identify local government strategies for preserving cultural heritage through folk dance, increasing social participation, and ensuring cultural sustainability. A qualitative research approach was adopted in the study, using a case study design. Data were collected through semi-structured interviews, observations, and document analysis with 123 participants, 47 administrators/organizers, 45 families/guardians, and 28 educators participating in folk dance activities in different provinces of Turkey. The content analysis revealed that families' motivations for participation were largely shaped by the transmission of cultural values, their children's self-confidence and socialization needs, and the presence of guiding role models. Participants emphasized the multidimensional contributions of folk dances, such as individual development (self-confidence, discipline, social skills), social solidarity, and cultural belonging. Instructors stated that learning processes vary across age groups, and that the resources provided by municipalities are partially sufficient, but that problems such as continuity and lack of space persist. Administrators, however, stated that while various challenges exist regarding budget, promotion, sustainability, and access to disadvantaged groups, folk dances nevertheless strengthen the city's cultural identity. In conclusion, the research demonstrates that folk dances are not merely entertainment or sporting activities in local government policies, but also a strategic tool for preserving cultural heritage and strengthening social cohesion. In this context, the findings provide guidance for expanding the reach of folk dance activities, ensuring financial and spatial sustainability, and developing more holistic approaches to local government cultural policies
