Evaluation of local authority recreation services and the approach of metropolitan municipalities for sports

Recently, the concept of recreation has taken a long way in Turkey; it not only arousesmore attention nowadays, but also is seen as a more important topic in the academic field.There is no doubt that local authorities have a big role in this recent process during which theconcept has gained value. The aim of this thesis is to analyze the duties and responsibilities oflocal authorities and to present their point of views about recreational activities.The first part of the study which aims at stating the above mentioned issues includesthe detailed analysis of the definition, aspects, theory and functions of the science ofgoverning besides general features of Turkey?s polity. In the second part, the focus is on theconcepts of time, leisure and recreation. In the third part, legal arrangements in the field ofrecreation services for sports and the applications processes of them are analyzed; and in thelast part, a field research is made in order to identify Turkey?s metropolitan municipalities?approach to recreational activities.Survey technique is used as the data collection tool in the research which is applied in5 metropolitan municipalities in Turkey. Statistical valuing processes are done in SPSS 16.0package statistic program by using frequency (f) and percentage (%) techniques.According to the results of this research, although there is no problem in facilities orbudget, people concerned took no education on recreation and the best education level ofthem is high-school which is very thought-provoking.
