Strategic planning at local governments and an implementation

Aim of this study is to establish a model for implementing strategic management tecnique and its tool strategic planning in public sector and to identify the implementation weaknesses by using the model and to suggest solutions for this problems. With introduction and conclusion, this work is composed of seven chapters. In second chapter, development of strategic management, its concepts and tools are mentioned. In third chapter, concepts of local governments, planning aproach and strategic planning need at local governments are held. In fourth chapter, a strategic planning process is explained with a uniform pattern and in fifth chapter, stanbul Metropolitan Municipality implementation is executed. In sixth chapter, troubles and its solutions are discussed. And finally, in conclusion chapter, the subject is evaluated generally.
