Impact of strategic planning practices on institutional performance in local governments

In today's world which is continuously changing and developing, meeting the needs and expectations of institutions and stakeholders in the best way has gained importance in terms of strategic planning and sustainability. The transition to the strategic planning practices in the public sector institutions was completed with the "Public Financial Management and Control Law No. 5018". As a result of public reforms, it is aimed to use the scarce resources of institutions more productively and efficiently with strategic planning practices. This study reveals the level of effectiveness of strategic planning practices implemented by municipalities on performance imdicators of "contribution to the community" and "efficiency". In this context, it is aimed to reveal the direction and strength of the relationships between the sub-dimensions of the strategic planning practices of local governments and the sub-dimensions of institutional performance. A total of 100 questionnaires have been conducted to mid- and top-level managers in municipalities in İstanbul. The results have depicted that "compliance of organizational structure to strategic planning in municipalities" and "problem solving ability in strategic planning" have positive effects on "contribution to society". Additionally, "strategic planning preparation and implementation process" and "problem solving ability in strategic planning" sub dimensions have positive effects on "efficiency" of municipalities.
