Application analysis of strategic planning for local governments: İzmir Metropolitan Municipality and the İzmir Special Provincial administration

Public institutions acting only as prescribed by legislation could remain indifferent to the changes in developments in the world and so these public institutions could be transformed the unplanned, unscheduled and institutional lazy. Therefore these public institutions could not serve based on any vision and the cost-benefit decision. A variety of management techniques are used to provide the effective and efficient way to operate for public institutions. Strategic management and planning allow public institutions to move a planned and programmed, identifying goals and objectives. A strategic plan is quite necessary for transparent, participatory local government using resources effectively and efficiently. In parallel with the change and development in the world, the public administration in Turkey is experiencing a paradigm shift whose name is new public management approach in order to manage effectively and efficiently. In particular after 2002, important initiatives has been concerned in this direction in the field of public administration and local government. This is one of the important initiatives on Public Financial Management and Control Law No. 5018 strategic plan, the implementation of Turkish public administration has been forced to make. Metropolitan Municipality Law No. 5216, Law No. 5393 on Municipalities and Special Provincial Administration Law No. 5302 helped local governments to build legislative infrastructure for strategic plan. With these laws the strategic plan has been made mandatory to municipalities with a population of 50,000 or more as well as in all public institutions.Keywords: Local Government, Planning, Strategic Planning.
