Strategic planning in local governments

Today, we see the impact of the process of change and development in global dimension in all fields of social life, and in our country from the daily lives of individuals across a range of administrative systems in areas of state influence is felt. Strategic management and strategic planning is an important way of process management and both have key role in evaluating the impact of this process of change in the Turkish Public Administration.In this study, strategic planning and management approach in local government are addressed. The effective use of the scarce economic resources of the local governments in our country can provided through performance-based budgeting system which is an important phase of the strategic planning process. With this way, the two requirements of contemporary approaches of local governments, accountability and measurement of success in reaching goals can be providedSurely, local governments will increase their chances for success by preparing strategic plans with a participatory understanding, considering specific features of the cities they manage and examining different samples of strategic plans, and will be useful. This arguement is the basis of this study.In the first part of the study; strategy, planning and strategic planning concepts will be discussed in general. In the second part, the stages of the strategic planning process are studied in detail. In the third and last section, local governments, legal basis of the strategic planning in local governments and two different examples of the strategic planning in the same province are analyzed.Keywords : Planlaning, Public Administration, Strategy,Strategic Planning, Local Governments
