Abstract (EN)

Target of this thesis is to give information about the newly political suggestions which have been named ?basic income guarantee? and ?employer of last resort? to unemployment and poverty. Starting from the clssical liberalism period `till today, relationship between market and government and relationship between unemployment and poverty will be analyzed by the different perspectives of views. Post keynesian school?s political and theoritical suggestions to unemployment will be presented in term?s of today?s conditions. For this, we will refer to classical economists, such as Marx, Smith, Ricardo, Polanyi and their ideas. For Keynesian theory firstly John Maynard Keynes?s and secondly his follower Minsky?s ideas will be analyzed. In the first section, unemployment, poverty, government and market system will be investigated by a Polanyian perspective and than change in the labour market will be discussed. In the second section basic income policies and countries which have experienced this policy investigated. In third chapter, information about Keynes and his follower Minsky will be given and Minsky?s ideas about the post keynesian economy will be presented. In the fourth chapter, the post keynesian school?s metodology and political suggestions of post keynesian economy to unemployment and poverty will be analyzed. In the fifth chapter national examples of employer of last resort will be investigated and than this theory will be compared with Turkey.
