Abstract (EN)
"Urban regeneration" applications in Turkey mostly appear as "forms intervention where models and tools imported from European applications which create particle based and instant solutions". These particle based and single dimension interventions may adversely modify the socio-economical and natural structure of cities in the long term. At this point, it is imperative to create a unique "regeneration approach" which considers the legal infrastructure, socio-economic conditions, management mechanisms and natural values of the nation. In the literature works required to create such an approach, in order to solve "the impact of management mechanisms on urban regeneration perception and applications, a study covering England, Germany, Turkey and continuing urban regeneration projects from these countries. Within the scope of this study, governing structures of the three countries were examined from the highest level of "central administration" to the lowest level of "local administration" units and the relations between these units were explored. Regeneration projects from each country were assessed within the scope of the, actors involved in conversion projects, institutional tools and distribution of authority among these actors. It was noted that approaches adopted in regeneration projects being applied in England and Germany were directly correlated with the governing structures, legislation and administrative mechanisms of the countries. It was also noted that relationships between regeneration projects in Turkey and the actors involved were significantly unconcerned with the operation of administrative mechanisms and in contrast with the fundamentals of the government and planning policies.
