The effect of transparence administrative and the right to know on the functioning of public administration

The issues of transparence administrative and the right to know have seen an increase on a national and international scale since the second half of the twentieth century. The introduction of the right to know to national legal systems has accelerated especially after the end of the Cold War. Today the transparence administrative and the right to information rose to the status of a common value that is trying to be implemented in all countries by gaining a global character. This study examines the issue of the effects of transparence administrative and the right to know becoming a common value on the functioning of public administration.Transparence administrative and the right to know envisions a comprehensive change in the public administration. This change is not a revision of traditional view of public administration but requires a change in the perspective. Transparence administrative and the right to know are seen in all areas of state functions. However, the study is limited to the public administration. Our analysis tries to examine how transparence administrative and the right to know suggest solutions to administrative problems on what scales and what benefits it brings, and to identify the problems it might cause and to put forward solutions. Moreover, the study elaborates on how to found a transparent administration and tries to establish the optimal features of its implementation. In addition, the application of the transparence administrative and the right to know in Turkey and to investigate the role of the law `the right to know? in terms of transparent administrative system are among the goals of this study.This study assumes that the current state of public administration as a whole constitutes the subject-matter as well as the cause of the problem by examining the public administration as a whole. This study is a theoretical analysis that tries to identify the effects of transparence administrative and the right to know on public administration.As a result of the study, I argue that we cannot attain the expected change of perspective in public administration unless the transparent administrative system is implemented in a holistic perspective.
