The relationship between managerial control process and strategic planning system describes itself as strategic management. The strategic planning is the foundation of strategic management system. In other words, it means being responsible for the planning stage which is the first phase of this management system. On the other hand, managerial control process is responsible for the control phase of the strategic management system. The relationship between strategic planning and managerial control process can be described as performance management system which is a common mechanism in the two concepts. The performance management is a control-based management approach. Also, the performance management is an extension of the strategic planning. In addition to this most important relationship, strategic planning and managerial control process have tight relationship since they are both elements of the strategic management system.Strategic management is a participatory and flexible management approach that explains putting future related vision of companies according to their existing missions and principles, developing purposes with strategies and targets that provides to achieve related to this vision. In addition, by creating measurable performance indicators it reviews the monitoring and the evaluating processes of performances.Strategic management is a unique management system and is the responsibility of the top management system. It is a concept from the business area in public administration and should not be considered separately from the general management process.Strategic management is a kind of system that provides integrity to many administrative activities. A managerial activity that does not mean anything when used itself founds life with strategic management system. Strategic management system follows a cyclic process. Strategic plans, performance programs, budgets and annual reports of institutions can be given as an example for the part of this cycle.Strategic management activities use basic actions of quality management philosophy in order to act according to the philosophy of continuous improvement. Therefore, strategic management is an activity that does not count the work-site activities of managers; on the other hand, it defines them as continuous improvement processes.In the world and therefore in Turkey reforms are made within ?new public management approach? that emerges recently from the public administration. This approach provides public administration to be participatory and collaborative, transparent and accountable, based on performance management, result and goal-oriented and local and predominantly decentralized administration.Strategic planning in public administration in Turkey and therefore in the strategic management system starts to be implemented after several reforms. The most important reform undoubtedly is Public Financial Management and Control Act 5018 that causes great changes in our 80-year public financial control and management systems entered into force in 2003. This act provides strategic approaches for problems and services in public administration and accountable, participatory and transparent management approaches in carried actions and activities by considering citizens? responses.This research has been conducted in order to realize the importance of strategic management system in public administration. In this respect, strategic management administrative activities for public administration are covered with the extensive application expressions. On the other hand, strategic management is taken into consideration in municipalities since they represent the large part of the public administration and thus public administrations are described over municipalities. Finally, Istanbul Metropolitan Municipality strategic management process which is the example modal of the research is taken into consideration.Key words: Strategy, planning, management, process, strategic management, strategic planning, public, public management, control, reform, performance, performance management, managerial control.
