Abstract (EN)

Key Words: Performance Measurement System, Performans Management System, Balanced Scorecard, Fuzzy Scoring Since The Industrial Revolution, efficiency and increasing productivity have been the most important goals of every organisation. Increasing importance of performance measurement get the researchers do more and more new searches. Kaplan and Norton?s Balanced Scorecard System brought a new diemension to competitive conditions in 90?s. In this study, It has been shown that Balanced Scorecard is not only for the private sector companies but also government and not for profit organisations by giving the example of Sakarya University. The aim of the study is spreading the organization?s main strategies to the whole organization. The study is based on BSc?s main four perspectives , financial, customer, internal processes, learning and growth and Sakarya University?s Strategic Plan.For the application a software program was developed which is abbreviated as PKS. Also the study differ from classical scoring methods by using Fuzzy Logic for scoring.
