Abstract (EN)
Strategic management enables public institutions to achieve their long-term goals and manage their resources effectively, enabling public services to be delivered in line with social needs. Total quality management, on the other hand, ensures that the quality of public services is continuously improved and processes become more effective by encouraging employee participation. Within the scope of this objective, firstly, the concepts and characteristics of strategic planning and total quality management are focused on, while information on the intended use of these concepts is presented and their historical development is analyzed. Then, the historical development of strategic management and total quality management practices in Turkey is examined and the adoption of these approaches in higher education is discussed. Finally, the methodology, findings and interpretations of a study to determine the satisfaction level of administrative staff in higher education institutions are presented in detail. This research aims to determine the impact of strategic management and total quality management approaches on administrative staff satisfaction from a demographic perspective. SPSS23.0 package application was used for statistical evaluation of the inputs and data obtained from the study group. Normality test was performed and it was determined that the data showed normal distribution. Independent Sample t-test and One-Way ANOVA tests were used to determine whether there are significant differences between the groups within the scope of variables such as the unit, gender, age, years of service at the university, educational status and title of the administrative staff working at administrative staff in higher education institutions. The significance level for the data was determined as 0.05. As a result of the research, while there was no significant difference between the groups according to the variables of the unit, gender, title, and title of the administrative staff working at administrative staff in higher education institutions, significant differences were found between the groups for the variables of age, years of service at the university, and educational status. The results of the study aim to contribute to future policy recommendations by emphasizing the importance and impact of total quality management practices within the framework of strategic management on the satisfaction level of administrative staff working in higher education institutions.
