Disciplinary crimes and penalties in higher education (Turkey-England-the USA models and their comparison and contrast)

In this thesis, we examine Higher Education Code of Student Conduct and analyze Higher Education Rules and Regulations and their changing trends. In the light of these analyses we compare and contrast our current Code of Student Conduct with Oxford and North Carolina State Universities Codes. First, we explain basic changes in Higher Education system from Foundation of Republic to today, Statutes, and the concepts of discipline, crime and punishment. Then we indicate the Statutes related with Higher Education system from Foundation of Republic to today, and their related articles with Student Conduct. After these explanations we compare and contrast the current Code and the previous one, and we state their similarities and differences in term of disciplinary crimes and punishment. So, we reveal that current Code is stricter. Additionally, we state disciplinary crimes and punishment in the Codes of Oxford and North Carolina State Universities, and then we compare and contrast them with our Higher Education Code of Student Conduct. Consequently, we conclude that or current Code of Student Conduct needs to be changed in terms of stated crimes and punishment; different kinds of punishment can be added, and definitions of crimes can be widened and also academic crimes can be detailed.
