Abstract (EN)

The Ottoman State built its notions of government on "centralism". It maintaned this notion for many years. Weakening in the state goverment which started as from the 17th century and increasingly continued afterwards showed up in the provincial goverment. This situation brought various problems. These deterioration and disruptions experienced made reorganisation inevitable in the Ottoman provincial organisation.İn order to re-establish the weakening state authority, the state was reorganized in accordance with the requirements of the time in the reign of Mahmud II. However, all these efforts revealed that it was necessary to make a more extensive reorganisation in this field. The Ottoman State carried out studies in order to establish a centralist provincial government as from Tanzimat. Studies started which started with Tanzimat, became more extensive and systematic with the 1864, 1867 and 1871 regulations. This study reveals how and by whom the district of Sandıklı established in 1867 and annexed to sanjak of Karahisar-ı Sahib of Hudavendigar was governed between between 1867-1908, and how and for what purposes the Ottoman State established a censtralist governmental notion in the district government and what kinds of and problems are encountered in this period
