Abstract (EN)

It is tried to compare religion policies implemented in Turkey an Azerbaijan between 1923 and 1938. In the first chapter, with the proclamation of the republic, the reforms occured in the field of religious in Turkey are mentioned. It is seen that religious reforms are nested with politics from time to time. After the process began in 1923, putting the sovereignity to the nation completely, abolotion of the sultanate and caliphate has caused big changes in Turkey. The people were tried to be free in the meaning of religious. For this purpose major reforms were made. In the second chapter, the struggles to dominate over Azerbaijan and the reflection of these struggles on religious life are mentioned. The political events and phenomana have identified the prevalent religion. Finally for Azerbaijan people who practise Islam, it was very difficult to worship in both Czarist Russia and Soviet Russia. The people were exposed to lots of tortures and oppressions especially by the Soviet goverment. The Azerbaijan people that were exposed to restrictions about their worships in both periods have never broken off Islamic religion. In the third chapter, comparison is made.
