Abstract (EN)

This thesis would tackle the processes that condition the transition at two important breaking points in Turkey's history, and will focus on the specific and overlapping aspects of the two case studies in the context of the construction of representative democratic institutional structures in Turkey on the axis of pacted transition and transition to a democratic political regime. Within the scope of the first transition period, the historical and social background of the negotiation process will be examined, as well as the causal networks that led to the 'Declaration of July 12, 1947' as a compromise document following the negotiations between 1946 and 1950. In addition to describing the ground on which it stands in the context of political institutionalization, it would be aimed to elucidate the factors that condition political institutions, actors, competing ideologies and value judgments. The processes and the conjuncture impact would be traced internationally and regionally. For the second transition, the focus would be on the exit from the military dictatorship that was established in the 1960-1962 period. In this context, it would be necessary to closely examine the relationship between the army and politics in transition processes and in Turkey specifically. The transition process on the axis of the 'First and Second Çankaya Protocol', which emerged as a result of the negotiation process, would be evaluated in the context of the relevant literature.
