Abstract (EN)

The police, social, economic and military issves of the state are discussed and concluded in the Divan-ı Hümayun which is one of the most important decision mechanisms of The Ottoman Empire. The decisions taken by the Divan were recorded in notebooks which is called Mühimme Notebooks. Also, one instance of royal decrees which is sent to the autharity and persons from the centery were recorded in Mühimme Notebooks. According to court which have realized, secret prescriptions in the Mühimme Notebooks called Mühimme-i Mektume Notebooks. In this study, we studied transcription and provision abstract of the notebooks which have number 2 in the Mühimme-i Mektume Notebooks that have been 10 totally. Notebook that covered between H.1208-1211/M.1793-1796 years have 124 provision between 31 and 60 pages and it contains provisions sent to the administrative officers of the period such as general, muslim judge, governor and regent. A large majority of the provisions are formed by the brigandage, extortion, given or removed punishment, military structure of the period.
