Abstract (EN)
The characteristics of societies have made many changes and developments from ancient times to the present. These changes and developments are in every field and have been accelerated and supported by factors such as industrial revolution, technology and globalization. These changes and developments, which have negative results as well as positive results, deepened the concept of risk in human societies and reduced it to the individual level. The pandemic process of the COVID-19 disease, which has affected the whole world in recent years, has been discussed in many news, newspapers, articles and thesis studies within the scope of international relations philosophy. The speed and effects of risk spreading around the world are given in the light of modernism and post-modernism theories. In addition, an analysis has been made of what kind of innovations and uncertainties a global risk such as COVID-19 has brought to human life and the international system.
