Abstract (EN)

There are undoubtedly military, administrative, economic, social and cultural reasons why the Ottoman Empire survived for six centuries in a region that was not homogeneous in terms of religion, language, ethnic structure and culture. Of course, it is not possible to explain such a success, which is not very common in world history, for a single reason. However, it should not be forgotten that the Ottoman administration and legal understanding played a very important role in this succes In the Ottoman Empire, it was an established tradition to appoint a woman to represent the law of the conquered states and a subasi to represent the administration since the principality period. The Ottoman qadi is a court and civil servant who has a unique place in Islamic state His office is empowered with broader powers than his colleagues in the Islamic centuries before him.
