The administrative understanding of the Ottoman Empire was based on the justice system. With the implementation of the justice system, the people could bring all kinds of complaints and demands, from the abuse of power by the statesmen to the disagreements they had among themselves, directly to the Divân-ı Hümâyûn, which was decided on behalf of the Sultan. The Complaint Books, in which the records of all these matters evaluated within the scope of Divan-i Hümâyûn, are kept, constitute the most important examples of the implementation of the justice system. Complaints were supported by the state, as they constitute a natural system of self-control within the society. While the complaint issues that were evaluated and decided in the Divan- Hümayun were recorded in a general book in the early periods of the state, they were recorded in various books specific to their structures due to the needs arising in the historical process. Complaints that were separated from the Mühimme Registersin 1649 were started to be recorded in the Complaints Registers, which generally included similar issues pertaining to the whole Ottoman geography. In order for the increasing needs and the control mechanism to function more efficiently, the complaints were divided according to the regions in 1742 and recorded under the name of Ahkam Registers. While the complaints were separated regionally, the previous books began to be called Atik Complaints Book. H:1059-H 1253/M.1649-M. 1837 registered under the name of Atik Complaint Books with serial numbers 1-213.
