Effects of law no 6360 on service provisions of district municipalities: The case of Hatay

Law No. 6360, which was made with the request of rescaling the metropolises and the radical changes that followed; It has often been brought up and discussed in parliamentary rostrums, academic literature, and media outlets. It is the subject of this study how the debates reflect on the local and what kind of effects they cause in the local. Within the scope of the study, the new model and implementation results envisaged by the Law No. 6360 were handled on the Hatay scale, and the participants' determinations about the Law and solution proposals were analyzed at the level of concrete actions. Therefore, this study is of a "local and regional" character, which paves the way for radical changes in the local; Law No. 6360, which has become a problem on a "national scale" after intensifying debates in the context of concrete problems encountered in practice, and which, to put it mildly, "needs to be revised"; It focuses on the impact of Hatay Metropolitan Municipality and Metropolitan District Municipalities on service delivery. There is a significant deficiency in the implementation of the law "at the provincial scale / before the city administrators" in Hatay. The field research carried out to fill this gap was supported by a qualitative approach. The method used in the field research is based on the interview technique. With the study, the problems and solution proposals of the Law No. 6360 in the Hatay locality were revealed in a comprehensive way.
