Intergovermental relations at the provincial level and the arising problems during the disasters

Disasters are a problem for every country in the world, but some countries are affected more according to their location, development level and preparation for disasters. Among these countries: in Turkey, after disaster activities like life saving and reconstructing are given more importance than before disaster precautions such as pre-disaster administrating. Paying less attention to precautions caused increase in damages and also prevented the effective conduction of disasters. The prospect of the present disaster administration in Turkey has been changed with the law numbered 5902 and with related laws and regulations. Law Judgment Decree (KHK) issued in 2011, transformed many of the state institutions and ministries by giving them a new point of view in local disaster administration. This point of view developed the importance of relationships between the local administrations and caused the preparation of this study. According to the law 5902, the disaster administration system in Turkey focuses on both central and local organizations, but the subject is considered mostly with local relationships? point of view. In this study, after mentioning the administration?s conceptual framework, it has been mentioned shortly about the juristic arrangement of the disaster administration in Turkey. Before and after law 5902 ,the change in disaster administration?s city and district organization movementsare tried to be discussed. After analyzing the stages of city and district disaster administrations, the answer to? where are the local administrations in this structure?? has been looked for, and later cityand district governor?s authorities, duties and responsibilities have been analyzed. Especially,it has been tried to examine the relations between the governor-prefect at the local level based disaster management that in basis of project. Moreover, in recent years the importance of NGO?s and private establishments? effective interference to disasters has been understood and the sample applications of these establishments has been mentioned. In parallel with this, the problems occurred locally during a disaster have also been discussed. In the last part of the study, in accordance with general evaluation, conclusion and suggestions , there is the review of law 5902, 1999 Marmara Earthquake, 2011 Van Earthquake and their interventions. Moreover, the local administration and central administration reforms , recent reports presenting how the situation generated when the disaster was intervened by locals and relationships between the administrations have also been studied. In parallel with these recent reports, suggestions and solutions for what should be done in future have been emphasized.
