Abstract (EN)

The relationships between Germany and Turkey, both in the periods of Ottoman Empire and The Republic of Turkey, have sometimes shown a stagnancy, but have always been at the senior level from the past to the present.Germany and Turkey were at the same side under the name of the Central Powers at The First World War which has ocurred between 1914 and 1918. At the end of the First World War Ottoman Empire was accepted as if it was defeated with the defeat of Germany and the German Armies. After the war, Germany has signed The Treaty of Versailles with the Allies and Turkey has signed first Mondros Armistice Agreement on the 30th of October in 1918 and then Treaty of Sèvres in 1920 with the Allies. But on May the 19 th in 1919 by going to Samsun Mustafa Kemal has lighted a fire of independence and as a result of this movement on the 23rd of April in 1920 an assembly has opened in Ankara and this assembly has declared that they refused the Treaty of Sèvres been.On July the 24 th in 1923 the Grand National Assembly of Turkey and the Allies have signed The Treaty of Lausanne and with this treaty. World has accepted the foundation of The Republic of Turkey instead of The Ottoman Empire. With the proclamation of the republic on the 29 th of October in 1923, Turkish State has taken the name of The Republic of Turkey and from that date forward Turkish foreign policy was based on and shaped around the saying of Mustafa Kemal which was `Peace at home, peace in the world?.The relationships between Germany and The Republic of Turkey has continued very well from 1923 to 1939 which was the beginning of the Second World War. The Republic of Turkey has succeeded in remaining neutral during the Second World War which was started in 1939, was ended in 1945 and was bloodied all the World and while it was remaining neutral, The Republic of Turkey has never been failed to continue the relations with Germany.After the Second World War Germany has defeated again and left some parts of its territory in the limits of iron curtain. So Germany has laid down The Immigration Law to provide the labour requirement. This law caused a great transfer of people from Turkey to Germany. Turkish people who has reached at the number of two millions population and most of them became German Citizens who are a great power to lead the German economy. Today a lot of Turkish People are well-known in policy, sports, arts and literature in Germany. A lot of people are talking about the success of Turkish Members of German Parliament and Turkish footballers of the German Football Teams. Nowadays Germany takes place among the powerful countries of the World with its strong economy and has becomed the leader country of the European Countries, population and active policy.Although we have very good relationships which are lasting for centuries with Germany, Germany continues to support some harmful organizations which are active in Turkey. Especially the support given to PKK, the illegal activities of German charities and organizations in Turkey, the racist activities of German people that occur in Germany against Turkish People and the assimilation activities under the name of integration are watched anxiously by the Republic of Turkey.However in Turkey, Justice and Development Party won the elections which are held on November the 3 rd in 2002 after the economical crise in 2001 and they have been trying to solve different kinds of problems especially economical crises in Turkey. They are stil doing different types of endeavours to be a complete member of The European Union, in this context they have put European Union adjustment laws and by these activities Turkey has been trying to have a power in its region.In this study, the structure of the foreign policy and the Dynamics of Turkish Foreign Policy, The historical process of the relationships of Germany and Turkey have been examined and later the present circumstances of the relationships between Germany and Turkey in the period of Justice and Development Party, reciprocal relationships and the Policy of Turkey have been explained and also the developing of the present relations and the policies which must be set with Germany while Turkey is on its way to be the member of European Union, have been examined.
