Abstract (EN)
Port State Control (PSC) is a mechanism that inspects foreign-flagged ships arriving at ports to ensure compliance with international conventions. These inspections check whether ships meet safety standards and can prevent ships with deficiencies from continuing their voyages. The primary aim of PSC is to enhance the safety of life and property at sea, protect the environment, and ensure the enforcement of international maritime standards. Deficiencies identified during inspections can result in sanctions, including the suspension of the ship's commercial activities. This study examines the likelihood of ships being detained due to deficiencies identified during PSC inspections under the Mediterranean Memorandum (MedMoU). It also investigates the probability of specific deficiencies being found on detained ships. Using data from PSC inspections conducted in 2022, the analysis assessed the occurrence probability of different types of deficiencies on detained ships. The findings reveal that ship detentions are most frequently caused by deficiencies in the Fire Detection and Alarm System, Lifeboats, Engine Room Cleanliness, International Safety Management, Emergency Fire Pumps and Circuits. Bayesian methods were applied to these deficiency types, and recommendations for improving ship inspections have been made to port state authorities based on the results.
