Abstract (EN)

The origin of the modern municipalities that emerged after the proclamation of the Tanzimat dates back to 1854. Municipal activities, which started with the establishment of the Şehremaneti after the Crimea War, were altered by many laws until the foundation of the Turkish Republic and spread to all provinces. The existence of the Ankara Municipality has been known since 1864, among the municipal organizations that were established in 1857 by taking the Paris-modeled Sixth Department of Municipality as an example and became widespread with the Danube Province Regulation of 1864. Ankara Municipality was able to provide limited services due to financial impossibilities during the period until the proclamation of the Republic. After the proclamation of the Republic and Ankara becoming the capital, arrangements were made in the municipal organization in order to change the face of Ankara. With the Ankara Şehremaneti Law, which came into force in 1924, the physical needs of Ankara were tried to be met under the guarantee of the state. With the Municipality Law enacted in 1930, Ankara City Hall was abolished and Ankara Municipality was established instead. Ankara Municipality, which adopted a planned and programmed working method compared to the first years of the Republic, put efforts to make Ankara a modern capital with the instructions of Ataturk and the implementation of Tandoğan. This study will examine the great transformation that Ankara has experienced in line with the changes that Ankara Municipality has undergone in the historical process.
