Avrupa Birliği eğitim ve gençlik programlari; Erasmus programi ve Türkiye yüksek öğretiminde programin uygulanmasi

Education is the most important issue for whole member countries? governments of European Union although education pattern is different for each country. European Union is a kind of forum that has no unique education policy but it has exchange of views between its countries. Member countries are free about contents and organizations of the education and also they are able to collaborate under the control of European Union. International Education, Vocational Education and Youth Corporations, Exchange Programs and Abroad Education Facilities, Innovative Teaching and Training Programs, Using new technologies in education, to be known diplomas mutually, comparing academic network and professional specialization and consulting platform aimed producing policy are provided facilities at field of education by European Union. Community Education Policy consists of all sort of fields and training types from private colleges to teachers, from tutors to students and managers, from rectors of universities to vocational institutions, from professionals to ministers and also completes the programs of member countries.Higher Education Foundations take place about development of culture and its varieties because of this under the process of the Turkey?s membership to European Union chiming in academic and educational standards at Higher Education Foundations with the standards of European Union Universities is one of the achieving factors to this aim. This study presents a general point of view to the quality studies at European Union Higher Education Foundations under theoretical framework and beside this empirically it has been thought that supplement Higher Education literature about how far State Universities in Turkey can reach to these points. In this context, at the relevant study, Erasmus policy as part of EU Education Policies and accordance of Turkey to this process has been evaluated.Key Words: EU, Education Policies, Higher Education, Erasmus
