Abstract (EN)

The purpose of this descriptive study is to elaborate the structure of export controls in dual-use items in general, in European Union, and in Turkey, and by comparing and contrasting their export control systems, to find out the alternatives for Turkey in taking over the European Union?s legislations in the export controls of dual-use items. The methods and procedures used in collecting data for this study were qualitative, gathered via literature research and the Internet. In this study, export control is defined, following an introduction of the history and the development of export control. Further, export control regimes and the structures of these regimes are given as prior information. In addition to this, after export control in European Union and Turkey are determined, the development and legislation of export control and its applications are evaluated. Following this, the structure of export control between European Union and Turkey are compared and contrasted in terms of legislation and applications. Lastly, the present situation of Turkey in the field of export control and its options are explored on behalf of accessions in the frame of adjustment studies of European Union legislation and applications. Findings of the study show that, the present legislation and applications of export control in Turkey and European Union are very different, so the present export control system of Turkey has to be improved to fulfill the responsibilities and obligations in international arena.
