Abstract (EN)

Among the most fundamental rights of people, the foremost right to life is the right to health, freedom of thought and social freedom. Today, the value given to human life and the importance of creating a healthy working environment is a concept that is increasing day by day. Especially with the Occupational Health and Safety Law No. 6331, which entered into force in 2012, workers' rights are guaranteed. In addition, it has been ensured that the workers work in safer and healthier conditions with the guarantee of the state. The concept of local government in our country includes a smaller region, less population and more detailed work on this scale, and gives a voice in details that the central government cannot handle. One of the most important elements of local government is municipalities. Since municipalities are basically service-oriented, they are in a continuous working area. Intensive work is also carried out in areas open to the public. These studies include heavy work class, risky and dangerous work classes. Within the scope of this study, occupational health and safety measures in municipalities, occupational accidents and their causes were examined. In addition, a risk analysis was carried out for a sample municipality. As a result of the risk analysis, significant risks, notable risks and acceptable risks were determined. As a result of the observed risks, the measures to be taken were determined and it was aimed to reduce the risk levels.
