Abstract (EN)

The rapid change and transformation process in information technologies has also affected individuals, societies and states. The demands and expectations of individuals have increased, and changes have occurred in the social structure. In order to meet these demands and expectations, states have closely followed technological developments and made transformations in service tools. The most important of these transformations has been e-government. The services provided by the government are gathered on a single address. E-government enables citizens to access services quickly, reliably, transparently and free of charge. The aim of this research is to measure the effect of information technology competence of citizens on e-government service quality. In the first 2 sections of the research, developments in information technologies, e-government and service quality concepts were examined. In the last section, a quantitative research was conducted examining the impact of citizens' use and proficiency in information technologies on e-government service quality. According to the results of the research conducted on 405 citizens residing in Konya, a positive and significant relationship was found between citizens' information technology competence and e-government service quality perceptions.
