Examining the effect of stakeholders composed of different groups of people on the success of the information system development process

Despite advances in information technology, many information systems still fail to perform as expected. An increasing number of application failures are caused by non-technical factors. This study aims to investigate the impact of the human factor and stakeholders, including customers, project managers, project teams, and senior management, on the success of the information system development process (ISDP). This study employs a quantitative research method and utilizes the relational scanning model, which is one of the general scanning models. The study group comprises 387 participants who work in public institutions operating in the field of defense and security, as well as contractors and subcontractors of this institution. The data collection tool used in this study consists of three parts. The first part contains nine questions aimed at obtaining demographic information about the participants. The second part is the Human Stakeholder Scale (HS-S), which consists of 14 questions divided into four sub-dimensions. The third part is the Information System Development Process Success Scale (ISDS-S), which consists of six questions. The data collection tool comprises three parts. In total, the tool includes 29 questions. The study data was collected both online and in-person by the researcher between January 20, 2023, and March 30, 2023. The statistical programs used for data analysis were SPSS 21.0 and AMOS 22.0. Explanatory and confirmatory factor analyses were conducted as part of the validity studies for the scale. The reliability study utilized the item-total correlation and Cronbach Alpha methods. The analysis revealed that the HS-S and ISDS-S scales are valid and reliable instruments. Additionally, it was found that the human factor accounts for 28% of the success in the information system development process. The study found that the success of the information system development process is statistically significantly affected by the top management and project team, but not by the customer or project manager. Based on these results, attention was focused on the human factor, senior management, and the project team to enhance the success of the information system development process. The study resulted in recommendations for institutions, managers, and decision-makers.
