Abstract (EN)
Competitiveness becomes a vital factor in economic interactions across countries nowadays as the globalization intensified. This has changed the structure of the production function. An addition to conventional production factors such as, land, labor, capital and entrepreneurship, human capital appeared as key factor, which plays essential role in international competitiveness.Human capital reflects the accumulated skills and knowledge of human being rapid change in technology and production processes is highly associated with the accumulation of human capital. In terms of social cost, human capital accumulation is cheaper than physical capital accumulation, which is very important for competitiveness in the market. In fact, human capital is now key factor for countries? economic growth and development.In the era of knowledge society today, European countries tend to prefer more human capital intensive technologies to raise their production. These countries think high production within competitive environment is attainable by increasing the education standards, especially putting more emphasis on the quality of tertiary or higher education. In this respect, about 47 European countries came together and introduced a higher education project called Bologna Process to increase the content of human capital in the production activity in participant countries.Countries that take part in the Bologna Process put forward that the social welfare gain would be higher and spread faster across individuals under ?student based approach? than the traditional ?teacher based approach?.The aim of the thesis is to investigate the practices in the context of Bologna Process in details and to show how and through which channels the new system of higher education would affect production activity. In addition, the thesis gives more emphasis to Turkey?s experience in this Process, as a participant country and investigates how Turkey has been affected from the Process.
