Abstract (EN)
Project performance evaluation is divided into two ways, as technical and organizational. Measurement of technical performances of the projects depends on the inputs of the system, except for human resources. Organizational performance can be defined as the harmony of the perfections of personnels and the qualities and requirements of jobs and tasks or benchmarking of the targets expected from the personnels and the results or successes they reach. As a result of this, performance evaluation is not only rating of the staff as individuals but also valuation of the organization or the project team that each personel belongs. In the suggested process, both organizational performance and integrated risk analysis points are controlled from the database. The source of the "Smart Project" term in the name of the thesis is that old data can always be reached from the database and this way forms the history. The frame of the personnel performance history and the risk control in the project is the source of the term "Integrated". Consequently, the expected outputs with this smart module are; Personel performance history, Balanced Score Card (consisting of project and personel performances), Project performance history, Algorithm of smart project performance management.
