Abstract (EN)

This thesis examines the issue of building code violations in Turkey and the administrative sanctions applied to combat this problem. Building code violations hinder the planned development of cities, harm the environment, and cause social unrest. The study investigates the different types of building code violations, the administrative sanctions imposed for such violations, and the effectiveness of these sanctions. Administrative sanctions are a crucial tool in preventing building code violations. However, this alone is insufficient. To prevent building code violations, improvements must be made in urban planning and zoning practices, the public must be educated about zoning regulations, and enforcement efforts must be increased. The study finds that the effectiveness of administrative sanctions in combating building code violations depends on factors such as deterrence, implementation, coordination, and public awareness. It is essential to consider these factors and take the necessary steps to enhance the effectiveness of administrative sanctions. Additionally, it should be emphasized that preventing building code violations requires not only administrative sanctions but also improvements in urban planning and zoning practices.
