Abstract (EN)

World is experiencing a rapidand versatileway of alteration. Thisalteration has broughtheneedfor a radical restructuring to the classic bureaucratic organizations. Inthelastquarter of thetwentiethcentury, evokedwiththeimpact of globalization, dynamics of transition for medthepillars of the new world order. Inalmostallcountries of theworld, level of developmentstartedto be measured with thelevel of current bureaucratic organizations. Withinthiscontext, this papertries to observethecourse of the Turkish public bureaucracy regardingall these developments in theworld.Thisstudy has investigated themacro level within the limits of time andorganization. While time limit ranges between the declaration of republic to the present, organizational aspect is limited with capitalorganization of thecentral government.Preperation studies started with literaturereview. Relevantbooks, papersand completed dissertations are examined. Online resources are also included into examination process. Dumlupinar and Suleyman Demirel University libraries were sufficient institutions through thisprocess. Afterall, dissertation is prepared in compliance with scientific research methods.Thisworkconsists of three main chapters. Infirstchapter, theorical framedrawn forgrow thand organization models. After adressingthedefiniton and context of bureaucracy, public bureaucracy and fact or swhicheffectsthegrowth in public bureaucracy are mentioned in general terms. Chapterend saftertheexplanation of relevance between the politics and bureaucracy.Second chaptermainly considers Turkish publicbureaucracy. From first Turkstatestopresent, organizational and functional systems of Turkish public bureaucracy are examined. Personnelsystem of Turkish publicbureaucracy is alsostudiedwithinthischapter.Chapter three mentions the phenomenon of growth of Turkish public bureaucracy which is also the main subject of ourresearch. With this object in mind, bureaucratic organizational structure, from the emergence of Republic to present, is analyzed. Forfurther elaboration, evolution of Turkish public bureaucracy is outlined as; proclamation of the Republic and single-partyregimeperiod, multi-partydemocratic life, coldwarera, transition to liberalismandre for mationera, globalization and current organizational system.
