Abstract (EN)

Democrat Party needed immidiately to get in to action in many areas on accession to power after 14th of May,1950. Public works is certainly one of these areas. DP government, although it didn't accept openly, mostly continued the projects of its predecessors in public works consisting of highways, hydraulic works, railways, ports and construction. In addition to this, there are many projects of its own. The resources allocated to the railways were just enough for the ongoing works. The share of railways in all public works investments decreased significantly. DP followed up the process of great port deals which were negotiated with international institutions in terms of finance during CHP period. Moreover, coastline facilities like shelter and seaport etc. were constructed. In the beginning, DP made some initiatives in the frame of saving measures for some constructional works transfered from CHP power, but generally it did not make important changes in the works which reached to a definite stage, except some. On the other hand, all attemps to put the constructional works in order and gather them within the scope of Ministry of Public Works came to nothing. Within the period of research, volume of investments on public works, especially highways and hydraulic works, significantly increased. This situation was criticized by the opposition because of being out of power of the country. However, DP government succeeded to obtain some credits from several countries for the projects for which financial resourse could not be found before from international institutions. Thus, the successful result of the election in 1954 motivated DP more and more about ongoing public works policy. The size of investments caused economic problems after a while, finding credit for finance of planned projects turned out to be tough. These economic problems became more obvious due to deficiency of currency and high prices which caused lack of construction equipments. The lose of votes in 1957 elections by the influence of the negative situation mentioned before, forced Prime Minister Menderes' government to hold the investment projects firmly, espeacially on public works. Ceromonies which held for each phase of the projects were organized one by one. The harsh critics of opposition stating that these ceremonies became propoganda of elections, were denied by DP members. They reprimanded the opposition for not seing the works finished. Finally in 1959, it was not easy to grasp what is the reason of the anciety on the atmosphere in the group meetings of DP during the debates on road and hydraulic works for villages, whether eagerness for serving to people or just impending elections.
