The evaluation of the foreign language educational systems in naval schools through the efqm (Europian foundation of quality management) excellence model

In this study, it is aimed to analyze effectiveness of current foreign language teaching methods which are being applied in Turkish Naval Shools and the quality of executive actions held by their Foreign Language Departments in accomplishing to reach NATO Standardization Agreement criteria on Naval Schools cadets. To meet this, the reasons of this study has been brought up considering all previous years educational outputs of the Navy Schools, its English related curriculum programs, the language training systems of some similar schools and the overall language acquisition profiles of the cadets. The study consist of five parts which are divided as ?definition of quality concept and introduction to Europian Quality Manegement (EFQM) Excellence Model?, ?The adaptation of EFQM for Language training systems of Naval Schools and evaluation the foreign language teaching in Naval Schools by classical methods? and ?the aim of the study?, ?study case?, and ?results, discussion and suggestions?.The study is in the search of an answer to the question ?if the existent language training related problems are being caused by organizational, managerial and functional characteristics of Language Departments. For this purpose a chain of measures and adaptations have been held according to the principals of EFQM Excellence Model, which can display the quality of executive actions in an institute. As five input criteria of Excellence Model, The Leadership activities in language departments, Language teaching related policy and strategy, school staff, cooperations and resources, educational process issues and one output criterion the ?results concerning students? have been assessed sticking to principles of the model. For the object of this, six different Likert scaled questionnaires has been applied to almost all educations staff and cadets of of Navy High School, excluding sophomes. The parameters, obtained by EFQM excellence model scales measuring the mental difference and closeness of the test participators who are in various demographic groups, have been analysed with the help of success and attitude tests analyzed by frequency (f), percentage (%), arithmethic medium ( ), standard deviation (ss) and t-test. Significant differences between two groups are tested at the level of a=0,01.Diagnosis of the study has recognized that contrary to the fact that the students language ability should increase in the years of education, it gradually falls under the level desired. According to the outcomes of EFQM excellence model measures, though, some serious problems occur during the execution of the activities, many of them have critical importance in educational structure, including all school units, and a necessity to develop these activities with a new approach has been also monitored.Key Words: Educational Quality, Excellence Model, STANAG 6001 Language Standarts, Language profile, Foreign Language Department, management, activities, leadership, policy and strategy, cooperation, shareholders, resources, process.
