Abstract (EN)
In this study; it is aimed to measure the perceptions of stakeholders regarding the governance process related to the activities carried out by the Cappadocia Area Presidency. Since it is aimed to make an interpretation of the activities of the Cappadocia Area Presidency through the eyes of the stakeholders, phenomenological research design was applied as the research design. The opinions of the participants were recorded and the necessary analyzes were made and reported. In order to test the reliability of the study, a concordance analysis was conducted with two codings. As a result of the concordance analysis, the Krippendorff Alpha coefficient between the codings was determined as 0.90. When the results were analyzed, it was seen that the principle of participation was the principle with the highest frequency with a frequency weight of 26.40%. The principle of strategic vision was the second highest frequency principle with a frequency of 24.20%. Responsiveness/responsiveness principle was defined with a frequency of 11.80%, transparency principle with 11.10%, equality principle with 10.00%, effectiveness/efficiency principle with 7.10%, and rule of law principle with 6.40%. The principle of accountability was identified with a frequency of 2.90%. Throughout the study, it was observed that participants expected more collaborative approaches and effective use of governance. In general, it was concluded that stakeholders are satisfied with the existence of the organization, but there are major deficiencies in terms of governance. Opportunities for good governance still exist, but are not being used effectively. The key area for improvement is the establishment of an appropriate governance model for the Cappadocia Region and the study concludes with recommendations for policy makers, the Cappadocia Area Presidency and future researchers.
