Abstract (EN)
Civil servants are subjected some liabilites in consequence of their statutes. Disciplinary liability, one of these liabilities, is embodied in Civil Servants Law no. 657. Mentioned Law, embraces a gradual system in terms of disciplinary punishments. In this gradual system, disciplinary punishments are inflicted according to the quantity of the disciplinary actions. Disciplinary punishments are indispensable for holding of the public services properly. Concepts of civil servant and discipline, functions of discipline, relationship among the discipline and public service, disciplinary proceeding, disciplinary punishments, legal characteristics of disciplinary punishments and remedies against the disciplinary punishments were scrutinized in this study.
