Effect of working conditions of handicapped civil service personnel with group disadvantages to their working performances: Ankara Provincial Directorate for National Education performance study of disabled employees

"Being employed" is not only a social and financial right but also a duty for the citizens. In this aspect, "disabled citizens", who come first among disadvantageous groups, need to be employed to use this right and fulfill the duty. However, in order for disabled people to have a place in employment sector, they need to be employed according to their disabilities and improve the working conditions. In this frame, main purpose of this thesis is to analyze the problems faced in working conditions of the disabled civil servants, referred as disadvantageous groups, in public establishments and reveal its effect to their working performances in terms of demographical aspects. In accordance with this purpose, this study places scientific sources which use academic and conceptual definitions as well as inquiries and explanations. Disability, disability types, disability rates and other aspects regarding disability have been covered. Turkish public personnel system has been studied in this aspect and disabled public personnel system management have been highlighted in particular. In the third part of the study, field analysis in disabled civil servants has been realized and statistical comments are reached through questionnaires' results. Base hypothesis of the research; effect of working conditions of disabled civil servants to their work performances is present. Result of the findings of the research effect of working conditions of disabled civil servants to their work performances is accurate.Population of the research; physically disabled civil servants employed by Ankara Provincial Directorate for National Education, Turkish National Education Ministry. Research sample consists of 899 physically disabled civil servants of Ankara Provincial Directorate for National Education, 9 central districts and Akyurt.In the thesis study, in the light of both data gathered from scientific sources and field study of applications in Turkey, solution suggestions for problems of physically disabled civil servants faced in their working environments have been proposed.
