Abstract (EN)
Today, many cities are exposed to extreme weather events such as temperature increase, floods, sea level rise, storms and drought due to climate change. As urbanization accelerates, these events and their effects increase in parallel with the increase in greenhouse gas emissions. In this context, mitigation and adaptation policies/strategies and forms of intervention are being developed against the negativities caused by climate change in cities. However, as of the current situation, climate change and strategies to combat climate change are not addressed with a holistic planning approach within the context of cities themselves, in inter-scale relationships. The primary step for cities to be successful in their actions to combat climate change is to ensure the integration of these strategies with the planning and design processes, taking into account the local and geographical characteristics of the cities. In this context, the aim of the study is to create a model that is based on climate change mitigation and adaptation strategies within a scale hierarchy ranging from the city scale to the structuring scale, and by customizing these within the sub-character areas of the city, offering framework suggestions for cities to be resilient to climate change. In the study, risks related to climate change were determined in the urban context within the borders of the residential area of Denizli city and risk analyzes were carried out. In this context, tissues with very high risks were examined and the reasons for their high risk were examined. By evaluating the field study and literature findings, a climate resilient city model unique to Turkey, based on the combination of different components (legal, spatial, institutional, environmental, sectoral, social) in order to build cities resistant to climate change, has been proposed. In addition, based on the developed model, suggestions were developed for the "city-neighborhood-structuring scale" and "sub-character areas" of the city and in the context of Denizli city, and suggestions have been presented to integrate the climate resilient city approach into the zoning legislation. The thesis is expected to contribute to the literature regarding its structure and outputs and to guide relevant local governments.
