Abstract (EN)

The aim of this study is to deal with Turkey-Russia relations in terms of energy dimension. For this reason, the energy profiles of Turkey and the Russian Federation were examined using statistical data, most of which were published by international organizations. Turkey's statistics show that the current resources do not meet the consumption and import is compulsory. At the same time, the Russian Federation, which has a rich geography in terms of energy resources, has a production capacity more than its consumption. Russia has to market these resources to ensure its economic development. The relationship between Russia and Turkey can be explained by the theory of interdependence. Accordingly, both countries will be negatively affected by the absence of the other. Although mutual dependence forms the basis of Turkey-Russia relations, an asymmetrical dependency can be mentioned. While Turkey has signed more comprehensive projects with Russia than the previous ones in order to meet its increasing energy needs, it is seen that Russia has not increased its trade with Turkey at the same rate. Turkey's foreign trade deficit with Russia is not sustainable. In order to reduce dependence on Russia in the field of energy, the use of sustainable clean energy sources should be emphasized, hydraulic energy should be preferred in electricity production, and the use of lignite instead of hard coal in coal-fired power plants should be encouraged. If the import is compulsory, alternative suppliers, especially Azerbaijan and USA gas, should be preferred and the competitive environment in the world should be benefited.
