Abstract (EN)

Throughout history, disasters have neglected preparedness and harm reduction measures, focusing primarily on response. With the information obtained from the experiences as a result of the disasters experienced, it has made progress in order to create a more effective system in disaster and emergency management. While the management process includes risk reduction, preparedness, response and improvement phases, advances in technology and the importance of national/international aid agencies indicate that a more comprehensive and coordinated disaster preparedness and response approach has been adopted. Post-disaster gathering areas, which play a key role during natural disasters, emergencies or crises, are critical infrastructure elements where victims can come together safely, receive assistance and support social solidarity. Dec. These areas form an important line of defense against major threats that can quickly affect communities. Disaster and emergency gathering areas should be suitable for the specific needs of all individuals during and after a disaster. The design and management of disaster and emergency gathering areas should be accessible to everyone, and especially for people with disabilities, and should include special measures to ensure their integration and safety. As a result, disaster and emergency gathering areas should be carefully planned and effectively managed to meet various needs. In this study, which aims to evaluate disaster and emergency gathering areas for the physically and visually impaired based on the example of Fatsa district, the importance of designing disaster preparation and management plans to include disabled individuals is emphasized. The study conducted on the disaster and emergency gathering areas of Fatsa district, T.C. By identifying the missing points from the Accessibility Monitoring And Supervision Form for Open Spaces published by the Ministry of Family and Social Services, it provides recommendations in order to improve these areas for physically and visually impaired individuals. The study aims to contribute to the literature with suggestions aimed at improving the quality of life of people with disabilities.
